TCU (7-1) improved to 5-0 at home and beat the Red Raiders (5-1) for just the second time in the last 12 meetings between the schools.
Texas Tech's Cory Carr led all scorers with 28 points and Tony Battie had 17 points and 19 rebounds.
Johnson's three-pointer with 3:16 remaining put the Horned Frogs ahead to stay, 88-86.
The Red Raiders had a chance to tie, but Deuce Jones missed the first of two free throws with 14.8 seconds left, leaving TCU with a 90-89 lead. Johnson hit one of two foul shots with 9.6 seconds to go, but Texas Tech lost the rebound out of bounds and Walker sealed it with a pair of free throws with 6.6 seconds to play.
